Why people made electricity from solar energy, preparation of ordinance on net metering

ISLAMABAD: Despite the Prime Minister's notice and emergency meeting to protest against the increase in electricity bills, a decision could not be taken regarding immediate relief to consumers. There are reports that the government is setting up an anti-electricity theft force.

In order to stop electricity theft of up to 550 billion rupees, the caretaker government has decided to bring an ordinance in the cabinet meeting for a week, under which non-payment of electricity bills will also be considered as theft.


According to private TV, the government will set up an anti-electricity theft force across the country, which will help in controlling electricity theft and also help in increasing the collection of bills. Electricity theft and non-payment will be considered serious crimes under the ordinance.


On the other hand, the government has also started to review the initiative of net metering of solar panels installed on people's roofs, due to which the payment of capacity charges has increased, which is the main source of expensive bills.


In an emergency meeting chaired by the Prime Minister, it was said that the country has the capacity to generate 41,000 megawatts of electricity. People are generating 1000MW of solar energy on their rooftops and selling their surplus solar energy to the government. Due to thousands of MW of solar panels, the system is not selling electricity and as a result, electricity capacity charges are increasing. Bills have also increased.


In the financial year 2023-24, the government has to collect Rs 3.29 trillion from electricity consumers, which includes payment of Rs 2 thousand billion in capacity charges.

In the briefing given in the meeting by the electricity distribution companies and the power division, it was stated that the electricity tariff is determined by Nepra. Electricity prices fluctuate under the Consumer Price Index, Caibor and fuel price adjustments also affect electricity prices. The price of imported coal was also 51 thousand to 61 thousand rupees per metric, next year 2 trillion rupees have to be paid only in terms of capacity payment minutes.


Officials of the Power Division said that the major difference in the increase in electricity prices was applied to those consuming more than 400 units, 63.5 percent of domestic consumers had no increase in tariff, 31.6 percent of domestic consumers had no increase in electricity prices. 3 to Rs 6.5 per unit, only 4.9 per cent of domestic consumers saw a tariff increase of Rs 7.5 per unit, an average tariff increase of Rs 3.82 per unit for domestic consumers, Rs 7.5 per unit for consumers in other categories. Unit increased.

According to the authorities, the maximum electricity tariff in July 2022 was Rs 31.02 per unit, in August 2023 the price of electricity is Rs 33.89 per unit.


The Finance Division will take the IMF into confidence regarding any tax relief on electricity bills.
